These entrance cables are designed to be waterproof but are deteriorated and allowing water to intrude to the inside of the insulating jacket. No amont of electrical putty, at the meter can, will stop the water from entering due to the cable insulating jacket is like a pipe or conduit that will drain into the meter. This will corrode the contacts and at best interupt service, at worst cause a fire.
